
COUNTRY TO LIVE PARTY PROGRAM
The "Country to Live" party is ready to start the massive undertaking of investing all the efforts of its supporters into one national goal, uniting the Armenian people and the Republic of Armenia setting the following priorities:
Strong and long-term security.
Establishing peace for the Republic of Armenia should be the number one priority, and will in-turn support the country's development. Military aggression against the Republic of Armenia must be reduced to zero. The primary tool for achieving this goal is a strong, efficient army. The military should have primary branches within economy and science.
With the limits imposed on procurement, we consider it a necessity to expand the military-industrial complex in the Republic of Armenia, emphasizing the production of primary armaments, the creation of modern technical means and replacement solutions, and ensuring the harmonization between science and homegrown defense systems.
Quality and responsible education, competitive science and human capital development.
Given Armenia's exceptionally unfavorable geopolitical conditions and limited natural resources, the development of human potential is not just a priority, but the only gateway to live in a stable and prosperous country. The development of personal potential is possible with radical reform of the education and science systems. Policies implemented over the years must be transformed into decisive and forward thinking steps which have to be at the core of new policy. Without a new system, professional skills will not develop, social problems will persist, and science will not be able to advance, even if adequate funding is provided. The most urgent reforms must be implemented in the field of education and should be the most important factor in building a responsible citizen.
Sustainable and long-term economic development.
The current realities of Armenia require special solutions for the development of the economy. In light of this, it is necessary to re-evaluate the traditional approaches on economic policy and consider the application of new technological solutions, uniting all the efforts to increase the level of advancements.
All steps should be aimed at solving the problems at the core providing the opportunity to create added value through work.
Foreign Policy:
The sovereignty and independence of the country and foreign policy of the Republic of Armenia is paramount. Establishing good-neighborly and dignified relations with immediate neighbors should be a guarantee of regional peace. The Republic of Armenia must be a reliable partner in relations with global powers.
The effective use of the potential of Diaspora structures can be used for foreign policy purposes. One of the most important steps of foreign policy should be to reduce the impact of international-regional events on Armenia, to increase our influence on those events. The common good that underlies bilateral relations must reduce the impact of objective, subjective issues and contradictions.
Effective cooperation with the Diaspora.
For years, the passive policy of receiving assistance from the Diaspora must be transformed into active, proactive cooperation, as a result of which the representatives of the Diaspora must be endowed with more tangible and stable rights to participate in the development process of Armenia. In this regard, a clear, measurable policy should be pursued in the direction of repatriation, which will contribute both to the development of human capital in Armenia and to the strengthening of Armenia-Diaspora ties.
Free Artsakh.
Armenia must be the guarantor of Artsakh's self-determination, the full realization of Artsakh's right to live on its land, for which the negotiated settlement of the conflict must continue as the main direction of foreign policy. Recognition of the right of the people of Artsakh to self-determination should be a guideline for the Minsk Group co-chairing countries և Armenia.
The realization of the inalienable right of the people of Artsakh to live on their own land is possible only through the right of Artsakh through self-determination. The development of Artsakh's economy, the progressive increase of the population should become a key factor in the realization of Artsakh's right to self-determination. The Artsakh issue should be the number one agenda of Armenia-Azerbaijan relations as an opportunity to resolve the remaining issues.
Ensuring the health and well-being of the individual.
In the present conditions, the individual's creative potential, entrepreneurial skills, responsibility, ability to make decisions, etc. are of primary importance. In this context, a focus on the health of the individual, which has a direct impact on the demographic situation of the country, as well as a key role in ensuring economic security needs scrutiny and stable policies.
In the country of residence, the state is obliged to play a key role in ensuring the social welfare of the individual. It must be based on the principles of equal opportunities, equitable distribution of wealth, and public accountability to persons with special needs. Approaches to ensuring economic growth in order to solve social problems, especially poverty, need to be developed that will enable as many people as possible to participate in building economic growth in the hope of benefiting from it.
Establishment of a new, effective public administration system, based on the development of key performance indicators (KPIs), their implementation in public office, proper promotion and oversight of the work of public service holders is paramount. The work in the state system should be based on the assessment of professionalism and ability.
E-government should prevail on the basis of public service, minimizing the citizen's communication with the state system.
Effective cooperation between the public and private sectors should be the basis for reforming the public administration system.
Proportional territorial development, which should be based on a comprehensive assessment of the economic potential of each region and the application of targeted economic policy tools. In this regard, the reform of the territorial administration system, the increase of the degree of independence and initiative of the territorial units will play an essential role.
Justice and Independent judiciary.
In order to ensure the independence and increase the efficiency of the judiciary system we need to implement structural reforms to ensure judges are free from any kind of political influence to judge fairly and effectively. In this regard, approaches from the selection of judges to the application of accountability mechanisms need to be reviewed in order to ensure real independence of the system.
Effective and transparent mechanisms for ensuring justice must be a strong guarantee for the development of the economy and other sectors.
Preservation and development of national-cultural values of Armenia.
The necessary condition for the long-term development of Armenia is the preservation of our national and cultural values, policy pursued by the state must be visible and perceptible to all. Armenian as a language and Armenian history should be under special guidance, and their proper knowledge is the commitment of every Armenian.
Achieving these priorities, building a country to really live in, must be based on the devotion to the homeland, professionalism, efficiency through a combination of collective efforts, as a principle of political activity based on honesty, trustworthiness, transparency.
