Arsen Aghababyan was born on January 9, 1973, in Koghb village, Tavush region.
In 1990, He graduated from Secondary School No. 2 in Koghb.
In 1990-1991, He studied at Noyemberyan MTU No. 82 to become a driver and locksmith.
1991-1992, He studied canning specialization at Noyemberyan Technical University No. 82.
From 1992 to 1997, he studied at the Faculty of Law of Yerevan Economic and Legal University, specializing in civil law and litigation.
From 1995 to 2005, he worked as an inspector at the Bagratashen customs post of the RA Ministry of Internal Affairs, and later as a shift leader.
From 2005 to 2008, he was elected and served as the head of Koghbi village.
From 2008 to 2012, he was re-elected and continued to serve as the village head of Koghbi.
From 2012 to 2016, he was involved in entrepreneurship.
From 2016 to 2021, he was elected and served as the mayor of the amalgamated Koghb community.
2021. He has been leading the Noyemberyan community since December.
He is a member of the "Country to Live" party.
In 2023, on April 22nd, he was elected as a member of the political council of the "Country to Live" party.
He is married and has two children.
