Free Artsakh. Armenia must be the guarantor of Artsakh's self-determination and the full realization of Artsakh's right to live on its land. The negotiated settlement of the conflict must continue as the primary focus of foreign policy. Recognition of the right of the people of Artsakh to self-determination should serve as a guiding principle for the Minsk Group co-chairing countries and Armenia.
The realization of the inalienable right of the people of Artsakh to live on their own land is only possible through Artsakh's right to self-determination. The development of Artsakh's economy and the gradual increase of its population should be key factors in achieving Artsakh's right to self-determination. The Artsakh issue should be the top priority on the agenda of Armenia-Azerbaijan relations, providing an opportunity to address the remaining challenges.
