Effective cooperation with the diaspora. For years, the passive policy of receiving assistance from the Diaspora must be transformed into active, proactive cooperation. As a result, representatives of the Diaspora should be granted more tangible and stable rights to participate in Armenia's development process. In this regard, a clear, measurable policy should be pursued towards repatriation. This will enhance the development of human capital in Armenia and strengthen Armenia-Diaspora ties.
