Quality and responsible education, competitive science, and human capital development. Given Armenia's exceptionally unfavorable geopolitical conditions and limited natural resources, the development of human potential is not just a priority, but the only gateway to living in a stable and prosperous country. The development of personal potential is possible with radical reform of the education and science systems. Policies implemented over the years must be transformed into decisive and forward-thinking steps that have to be at the core of new policy. Without a new system, professional skills will not develop, social problems will persist, and science will not be able to advance, even if adequate funding is provided. The most urgent reforms must be implemented in the field of education and should be the most important factor in building a responsible citizen.
